If you currently have a license from the South Carolina Consumer Finance Division (CFD) and you're engaged in the business of placing liens, you need to register.
If you are named as the lienholder on a title you need to register.
Soon after you register for a South Carolina electronic lien and title account with South Carolina ELT, we'll email you a (South Carolina ELT DMV Registration Form) to sign and mail back to us. This form is required by the DMV and allows a unique ELT Identification number to be assigned to you. The ELT ID number is used when placing liens in South Carolina.
No. Although it's possible that this may change in the future, at this time once a paper title has been printed it cannot be converted back to an electronic title.
The South Carolina ELT system conveniently allows you to request the South Carolina Department of Motor Vehicles (DMV) to print and mail the title. You and/or your customers also have the option of going to a local South Carolina DMV office / tag agency to request a printed title in person.
After the title application has been properly submitted to the tag agency/tax collector's office it will take three to five days for the electronic lien to appear in your South Carolina ELT account. You'll receive an email notification when the lien is in your account.
You have the option to request a printed title from with the South Carolina ELT system, but you will not actually print the title yourself. The South Carolina ELT system sends a request to the DMV for the title to be printed.
The South Carolina Department of Motor Vehicles is fully responsible for printing all titles. Lienholders who have the South Carolina Electronic Lien and Title account with South Carolina ELT may request a printed title through the system, but they are not required to do so. They can leave the title in electronic format or they can instruct the customer to visit a local South Carolina DMV office or tag agency to request a printed title.
